What Is Support at Home?

The new aged care reform, Support at Home (SAH), has replaced the former four-level Home Care Packages (HCPs) and Short-Term Restorative Care (STRC) with a unified model, complete with an expansive eight classification levels to assure even complex care needs are catered for.

Under Support at Home (SAH), eligible older Australians aged 65+, or Aboriginal/Torres Strait Islander aged 50 or older, whom wish to continue living safely and independently at home, are first formally assessed by My Aged Care, and are then allocated funding for one of eight Classification levels. 

Whether it’s a helping hand with the cleaning that you need, assistance with nursing and/or physiotherapy (Clinical Care), or greater personal care with showering or dressing, Support at Home is intended to provide you with the support you need to continue residing safely and autonomously at home.

If you’re currently receiving a Home Care Package (HCP), you’re automatically transitioned to the new Support at Home program with no re-application needed. Under the ‘no worse-off’ policy, your unspent funds are carried over.

WHAT'S COMING UP

Key dates to be aware of

1 July 2026: Government-set price caps to be introduced for every Support at Home service with all-inclusive rates, providing you greater transparency and control over what providers can charge.

No earlier than 1 July 2027: The Commonwealth Home Support Programme (CHSP) is expected to be fully phased out. If you’re currently on CHSP, there’s no immediate action needed, but it’s worth planning ahead.

Support at Home Classification Levels

You're assessed and allocated funding for one of 8 Classification levels based solely on your needs. Budgets are issued and reviewed every three months (instead of annually), and you can carry unspent funds over into the next quarter (capped at $1,000 or 10% of your quarterly budget – whichever's higher).

Under Support at Home, your personal co-contribution to your care, is strictly dependent on your financial situation and the type of service you’re receiving (Clinical Care services are fully funded).

What is the Support at Home program?

Support at Home (SAH) is the Australian Government's new aged care program launching 1 November 2025. It replaces Home Care Packages (HCPs) and Short-Term Restorative Care (STRC) with a single, simplified national program. The Commonwealth Home Support Programme (CHSP) will also transition into Support at Home by July 2027.

Who is eligible for Support at Home?

Eligibility includes Australians aged 65 and over, Aboriginal and Torres Strait Islander people aged 50 and over, and younger people with disability or special needs in some circumstances. You'll need an assessment through My Aged Care using the new Single Assessment System.

What are the Support at Home classification levels?

Support at Home has 8 classification levels (replacing the old 4 Home Care Package levels). Classification 1 provides around $10,732 per year for basic support, scaling up to Classification 8 at $78,106 per year for complex care needs. Your classification is determined by your assessed care needs.

What happens to my existing Home Care Package?

If you're currently on a Home Care Package, you'll automatically transfer to the Support at Home program on 1 November 2025 — no reapplication needed. Your unspent HCP funds will transfer to your new Support at Home account under a no-worse-off approach.

Can my Support at Home funds roll over?

Yes — under the new program, participants can carry over up to $1,000 or 10% of their quarterly funding (whichever is greater) to the next quarter. This gives you more flexibility in how you use your budget.

How much will I need to contribute under Support at Home?

Contributions depend on your financial situation and the type of service. Clinical support services have no participant contribution. Independence services range from 5% (full pensioners) to 50% (self-funded retirees). Everyday living services range from 17.5% to 80%. A lifetime cap of approximately $130,000 on non-clinical costs protects against excessive expenses.
