What is the Commonwealth Home Support Programme (CHSP)?

As we get older, everyday tasks can become a little harder – but that doesn’t mean you have to give up your independence. That’s where the Commonwealth Home Support Programme (CHSP) comes in. It’s a government-funded program designed to provide entry-level support to older Australians, helping you stay safe, comfortable and connected in your own home for as long as possible.

If you or a loved one is beginning to find daily life a bit more challenging, the CHSP may be the helping hand you need. Here’s everything you need to know about how it works, who’s eligible and what kind of support you can receive.

What is CHSP?

The Commonwealth Home Support Programme is an Australian Government initiative that provides affordable, entry-level home support services for older people. It’s designed for those who only need a little extra help to remain independent at home.

Rather than providing comprehensive care (like a Home Care Package), CHSP offers specific services to assist with everyday tasks. Most people receiving CHSP support only need one or two services – just enough to make daily life easier while still maintaining their freedom.

How is CHSP different from a Home Care Package?

It’s easy to get confused between CHSP and Home Care Packages – but they serve different needs. Here’s how they compare:

Who is eligible for CHSP?

CHSP is available to older Australians who need some help to continue living safely at home. You may be eligible if you:

  • are 65+ (or 50+ for Aboriginal and Torres Strait Islander people)
  • need entry-level support with daily tasks (not comprehensive care).

What services does CHSP provide?

The CHSP focuses on practical, everyday support to help you live safely and independently. Services are tailored to your individual needs and may include the following.

Help around the home

  • Cleaning and household chores
  • Home maintenance (e.g. changing light bulbs)
  • Basic home modifications (e.g. installing grab rails)

Personal care

  • Help with bathing and grooming
  • Dressing and personal hygiene support

Health and wellbeing

  • Allied health services (e.g. physiotherapy, podiatry)
  • Nursing (e.g. wound care)

Meals and food preparation

  • Meal delivery (e.g. Meals on Wheels)
  • Help with preparing meals in your home

Transport

  • Transport to and from medical appointments
  • Assistance to attend social activities

Social support

  • Help to stay connected with your community

Who provides CHSP services?

The CHSP funds a large variety of service providers across Australia to deliver the care and services to you. If you’re looking for a CHSP provider, you can ask your aged care assessor or call My Aged Care. You can also use Find a provider on the My Aged Care website.

What does CHSP cost?

The Australian Government subsidises most CHSP services, making them more affordable. However, you are usually expected to contribute to the cost – how much depends on your financial situation and the service you receive.

Providers will clearly explain any fees before starting services, and you won’t be denied help if you genuinely can’t afford to pay.

How do you access CHSP?

Getting started with the CHSP is straightforward. Here’s the step-by-step process:

  1. Apply for an assessment: Call My Aged Care on 1800 200 422 or you can apply online.
  2. Have an assessment: An assessor will visit you at home to understand your needs and determine your eligibility. They will work with you to develop a personalised support plan.
  3. Choose a service provider: Once approved, you can select from a range of government-approved service providers in your area.
  4. Start receiving services: Your chosen provider will arrange the services you need and begin offering support.

Can Home Care Package recipients access CHSP?

People who’ve been approved and are waiting for their Home Care Package funding may be eligible to receive some services under CHSP as an interim arrangement.

Generally, CHSP is not available to those already receiving support through a Home Care Package. However, there are some exceptions – such as where the Home Care Package budget has been exhausted and short-term care is required for an injury or respite.

In each situation, eligibility is assessed through My Aged Care. The CHSP services provided will be monitored and reviewed, and the recipient is expected to contribute to the cost.

Upcoming reforms to in-home aged care

From 1 July 2025, the Australian Government is implementing a new program called Support at Home. This will replace the existing Home Care Packages Program and the Short-Term Restorative Care Programme.

The Commonwealth Home Support Programme will transition to the new Support at Home program no earlier than 1 July 2027.
